The Chief Executive Office is a small specialist team providing centralised advice and support to the Chief Executive, Senior Leadership Team, President and Commissioners and the wider Commission in the development and achievement of strategy, planning, governance, reporting, knowledge management, evaluation and impact.

As a new role at the Commission this role will report to the Senior Officer, Governance, Planning, Knowledge Management and Evaluation and be governed by a steering Committee.

Location - Sydney or remote.

What's involved:

We are looking for an experienced Evaluation Officer to join the team and support the implementation of monitoring, evaluation, accountability and learning activities across the Commission. This includes leading the design and implementation of evaluations across multiple projects applying theory-based mixed method approaches to outcomes/social impact measurement and data analysis, strengthening the capability, delivery and use of evaluation evidence across the Commission and providing advice and support to implement the monitoring, evaluation and learning framework including approaches in line with the Commonwealth Evaluation Policy.

What You’ll Do:

  • Design fit-for-purpose evaluations for projects including drafting evaluation plans and developing mixed method, participatory and culturally responsive approaches to data collection, verification and analysis.
  • Conduct project evaluations including gathering and analysing quantitative and qualitative data, identifying relevant findings and insights for the project and the wider Commission.
  • Present findings, insights and observations in accessible report formats, presentations and data visualisation.
  • Support the implementation of the Commission’s Strategic MEAL framework.
  • In collaboration with relevant stakeholders, support the implementation of evaluative thinking into the Commission’s planning, project design, and decision-making processes.
  • Strengthen understanding across the Commission in evaluative thinking for program design and implementation in line with the PGPA Act and Commonwealth Evaluation Policy through information sharing, training and support to teams.
Key criteria:

What We’re Looking For:

  • Demonstrated understanding of monitoring, evaluation and learning frameworks and embedding evaluative thinking and methods into an organisational context.
  • Experience in designing program logics and/or theories of change, evaluation plans and data collection plans.
  • Experience in culturally responsive practices and principles in evaluation including with First Peoples and culturally and racially marginalised communities.
  • Experience building monitoring, evaluation and learning capability across an organisation.
  • Demonstrated skills in participatory approaches to planning and evaluation, including skills in workshop facilitation and coordination.
  • Knowledge of best practice engagement in embedding evaluative thinking and practice across planning and implementation.
  • Sound analytical skills and the ability to draw on information from appropriate sources.
  • Monitoring and evaluation skills including measuring the effectiveness of activities including training, advocacy, research reports and outreach.
  • Demonstrated capacity for strategic thinking, sound judgement and creative problem solving in a complex, sensitive and dynamic environment.
  • Ability to identify risk and work collegiately to effectively manage it.
  • Excellent written and verbal communication skills.
