Join Plan International Australia as our Climate Resource Mobilisation Manager and play a pivotal role in securing funding to address the climate crisis. In this specialist role, you’ll lead complex bid development, drive donor engagement across climate finance mechanisms including the Green Climate Fund and help strengthen Plan’s positioning as a trusted partner for large-scale climate and development finance.

This is a full-time, 12-month fixed-term role with strong potential for extension. The role is classified SCHADS Level 5 and a competitive salary is available. Flexibility in work arrangements and hours is provided, recognising the role’s requirements for engagement with international stakeholders. Domestic and international travel may be required.
We operate in a hybrid model, working from home or the office, and with capability to support remote workers interstate. An open workplace in a central location in Melbourne CBD.
What's involved:
Reporting to the Associate Director, Program Development & New Ventures, you’ll provide specialist support in delivering Plan International Australia’s climate business development and grant acquisition objectives.
Business Development & Analysis
- Contribute specialist insight and analysis to support climate finance and GCF engagement strategies
- Identify, analyse and prioritise complex funding opportunities across priority donors including the GCF, DFAT, World Bank and blended finance partners
- Coordinate early-stage concept development for GCF and other climate finance opportunities with National Offices and Country Offices
- Maintain and analyse pipeline data to support revenue forecasting, scenario planning and decision-making
Bid Development
- Coordinate complex proposal and bid development, including GCF Concept Notes, funding proposals, and DFAT and World Bank bids
- Draft and edit high-value, complex proposal components, ensuring compliance and quality assurance
- Support the establishment and coordination of partnerships and consortia for bids
- Provide specialist advice on donor requirements, GCF investment criteria, gender policy, and environmental and social safeguards
Partnership & Stakeholder Engagement
- Support senior-level engagement with donors, partners and managing contractors through briefings and positioning materials
- Build and maintain working relationships with Country Offices, National Offices, regional teams and external partners
- Represent Plan International Australia in external forums as delegated
Finance & Compliance Support
- Provide specialist support on proposal budgeting, including co-financing, match funding and donor compliance requirements
- Assist in identifying and assessing financial, delivery and compliance risks within bids and funding opportunities
Key criteria:
You are a climate finance professional passionate about using your expertise to drive meaningful impact for children and girls. Your work is defined by analytical rigour, collaborative spirit, and a commitment to quality.
You bring:
- Demonstrated experience working in international development with a strong focus on climate change and/or climate financing
- Proven experience supporting and/or coordinating climate-related proposal development for complex institutional donors
- Demonstrated ability to analyse complex information and provide clear, evidence-based recommendations
- Strong communication and relationship management skills, including the ability to work effectively across cultures
- Highly developed organisational skills with the ability to manage multiple priorities and maintain accurate records
- Experience working with a high degree of autonomy
Desirable: Experience with the Green Climate Fund or other climate financing donors; experience working in or with INGO federated structures; experience with blended finance or private sector climate partnerships.
